Mr. Franco Kwok is a member of the Administrative Service of the Hong Kong Special Administrative Region (HKSAR) Government. He has served in different positions in various bureaux and departments overseeing a number of policy areas, including occupational safety and health, city planning, reorganization of works departments, constitutional development, telecommunications, poverty alleviation, regulatory regime of building management, licensing regime and enforcement policies of hotels and guesthouses, district administration, etc. Before taking up the post of Director, Hong Kong Economic and Trade Office in Wuhan, he was the Assistant Director of Home Affairs from 2012 to 2016, and the District Officer of the Kowloon City District from 2016 to 2020.
Mr. Kwok holds a Bachelor degree of Social Sciences (Government and Public Administration) awarded by the Chinese University of Hong Kong, and a Master of Arts degree in Public Administration from the Syracuse University of the United States.
